Shell Exploration and Production Libya : Expressions of Interest     

Shell Exploration and Production Libya GmbH (SEPLG), Invites expressions of interest from experienced companies to provide catering services to SEPLG’s Tripoli offices and staff accomodation.

Companies should only express if they are able to demonstrate the following service capability:
1.     Capacity to prepare meals at it’s own kitchen premises for delivery and service to Company staff at Company premises.( this statement applies only for the lunchs,the breakfast and the dinners will be prpwred in a company provided kitchen.
a.     Breakfast - (hot and cold buffet style, top-quality breakfast for a minmum of 25 persons).
b.     Lunch - (hot and cold buffet style, top-quality lunch for a minmum of 120 persons).
c.     Dinner (hot and cold buffet style, top-quality dinner for a minmum of 15 persons).
d.     Ad hoc catering requests – (company outdoor events, in-office business lunches, etc.).

2.     Capability to deliver full catering service:
a.     Delivery of prepared hot and cold meals from Caterers Kitchen to Company premises.
b.     Food delivery vehicles with necessary equipment to separate and preserve cold and hot cooked food in transit.
c.     Delivery of catering hardware prior to each meal. (Table cloths, Napkins, Cutlery, Cups and Plates and Glasses)
d.     Hygienic disposal of food waste (Including excess quantity)
e.     Catering staff to serve meals at Company premises.
f.      Removal of Catering materials (Table cloths, Napkins, Cutlery, Cups and Plates and Glasses) after each meal sitting, for cleaning and re-use.

3.     All interested Vendors expressing interest are required to satisfy a two-phase pre-qualification process as follows:
 Phase I:
Interested vendors are required to submit the following information:
-  A statement affirming that the caterer has the capacity and is willing to provide the service described in outline above.
-  A copy of your company Certificate of Incorporation.
-  A copy of your company Tax Register Certificate.
-  A copy of your company organizational chart.
-  Include a list of clients and previous contracts.
-  A copy of your Health, Safety, and environment (HSE) policies and procedures.
-  Confirmation that vendor maintains health certificates log for its staff.
-  Confirmation that vendor maintains health certificates of its staff.
-  Confirmation vendor employees maintain legal status in Libya.
-  A copy of your food hygiene monitoring system.
-  A copy of your waste management system.
-  Full company address including telephone numbers and email address for key contacts.
Phase II:

An SEPLG team will make unannounced visits to the premises of interested vendors. It is expected that interested vendors will grant immediate access to their facilities to SEPLG’s team upon arrival. Please note that not granting immediate access to premises will automatically disqualify a vendor from any subsequent tender process.

Conditions
The following conditions should be noted:
Company reserves the right to request further information from Contractors seeking registration for a request for proposal package.
Company reserves the right to exclude without notice Contractors supplying insufficient or inadequate information, or who miss the pre-qualification deadline below.

Contractors should note that an invitation to bid together with full bidding information will only be sent to those Contractors that have successfully completed the registration process and are deemed to fulfill the minimum technical, personnel, Health, Safety, Environment (HSE), and commercial criteria for the services to be tendered.

This invitation to express interest is not an invitation to tender. Company is neither committed nor obligated to issue an Invitation to tender or to include any Contractor on any bid lists or award any form of Contract.
Company will not be responsible for whatsoever costs incurred for preparation and submission of the required documents in response to this notice
