Essential Job Duties:
* Execute purchasing of material and services in full compliance with Oxy procurement policy and procedures.
* Ensure approval of requisitions, purchase orders and sourcing of materials comply with financial authority limitations.
* Make effective use of price agreements, consignment agreements to reduce transaction cost and inventory investment.
* Coordinate with Oxy subsidiaries to exploit sharing and leveraging opportunities and best practices.
* Carry out spend analysis to identify opportunities for improvement
* In conjunction with Logistics determine the most cost effective means of transportation
* Resolve disputes arising with suppliers concerning quality, price and delivery.
* Monitor the performance of suppliers and address mitigation of concerns/issues/risk expressed by Proponent.
* Participate in local agreement implementation as and when required .
* Assist in development of purchasing best practices approach to deliver efficient services at lowest cost.
* Maximize value through product evaluation and competitive bidding.
* Provide market expertise and specialized knowledge to internal customers on specification development, material availability, cost drivers, standard parts, and reliability of supply.
* Maintain high ethical business relationship with suppliers.
* Develop new dependable sources and gather relevant market intelligence data.
* Assist the proponent on creating requisition in Oracle and validate use of charge coding for the product/service.
* Issue PO to the suppliers and follow up that they agree to terms and conditions.
* Vendor registration (Oracle and OneOxy).
* Follow up with Finance as needed to resolve invoices issues.

Required Qualifications:
* Minimum BS/BA Degree Required. MBA Preferred
* 3 years or more of experience in the area of Tactical Purchasing and Expediting.
* Supply Chain Management Experience required.
* Oil & Gas Industry Experience required.
* Excellent communication skills, oral and written (English and Arabic).
* Ability to multi-task in a dynamic environment.
* Capacity to adapt and function in a multi-cultural environment.
* Team/Service oriented.
* Influence/mentoring skills.
* Computer/Systems: Mid Level Skills, Microsoft Suite, Experience in Lotus Notes, Oracle, Discover (or other Enterprise Resource Planning (ERP) systems, i.e. SAP / Business Warehouse) a plus.
* Understanding of criticality assessment and prioritization
