(Optionally) Bahr Essalam Offshore Field /Sabratha Platform - Diagnostic Works to resolve the problem of LOW INSULATION RESISTANCE (IR) BY Removing / Retrieval of two (2) Subsea SCMs, & replacement of defective Jumper Cable connecting SCMMB and Tree Stab-Plate, with integral works (fuse, connectors).
 
Mellitah Oil & Gas B.V. Company, Libyan Branch, intends to issue invitation for interested, qualified (with proven and sound practical experience worldwide and locally), and reputable companies having qualifications and full involvement in similar works and activities; to submit complete file package consisting and including of  all the requirements below, and to fill in the questionnaires and forms in the Attachment (2), and forwarded to mailto: khalifa.nagi@Mellitahog.ly in order to pre-qualify for inclusion in the “Bidders list” to be invited to participate in this tender.
 
QUALIFICATION KEY REQUIREMENTS
Interested Companies for the above Tender must satisfy the stipulated requirements and submit the required documented information/data as summarized below. Failure to submit any of the under listed documents will render automatic disqualification :
 
1. Letter on Company's letterhead Addressed to the "Materials Division Manager" stating expression of interest on the respective tender.
2. Company Profile with full details of similar contracts performed with relevant and verifiable Reference List of Clients where the works had been undertaken (in Libya & abroad) for at least 5 years duration. Literature/catalogue of the entire range of work /service/equipment and any additional information that will enhance the potential of the applicant /consortium shall be submitted.
3. Current similar works and contracts in –progress in Libya and/or abroad.
4. Copy of Company Registration in Libya, if already registered, or details of Branch Office, Representative or Agent in Libya
5. DSV (Dive/Dynamic Support Vessel) key features and specifications, equipped facilities (cranes, subsea crane, lifting capacities, hoisting etc.).
6. Diving Saturation system, expressed in terms of specifications, rescue chamber (portable) and other relevant documents.
7. ROVs Remotely Operated vehicles) of work class with multi – function manipulators (5-6 functions) specifications and features, camera, lighting, navigation, propulsion, control system etc.
8. license and certifications of the following :
International Marine Contractors Association (IMCA).
ISO 9001 certificate (Quality Management System) for commercial diving, subsea & Marine Services.
Environmental Pollution Prevention (if any)
 9. HSE (Health, Safety & Environment) procedures adopted including rescue emergency plan.
10.  Submission of Financial Status document of the Company turnover for the last 5 years and the Organization Chart.
11. “Mandatory Requirements” Particular Consideration shall be given and focused on the following key points:

Mellitah Oil & Gas B.V. Company has the right to disqualify any file regardless of the experience, if the “Mandatory requirements” are not provided and/or confirmed clearly as a major part of pre-qualification file package and ranking.  
11.1 Applicant must obey, and comply with  full adherence to the Libyan applicable Laws, rules and regulations, and liability in any issue related to this Tender, and all other rules are consider inapplicable or not valid by all means.
11.2 Applicant must submit of clear and approved evidences and certifications proofing owning of the DSV, and other major assets represented by equipments, machinery and tools necessary for implementation and execution of the required works.
11.3 Applicant must adhere and conform with Mellitah Oil & Gas B.V. applicable and working contractual “Terms and Conditions” as mandatory pre – condition. 
11.4 Due to urgency of the Tender, applicant must accept and confirm full adherence (for submission  of the required offers technical/Commercial after successful passing the prequalification phase), in according to the already predetermined Tender CLOSING DATE, considering that any extension is fully not acceptable and/or prohibited.
12. Mellitah Oil & Gas has the right to exclude any file dose not meet all the above stipulated requirements and especially the Mandatory requirements above.
13.Two copies of the Prequalification Documents containing the above stated requirements shall be submitted in sealed envelopes and marked:

14. The prequalification documents shall be submitted not later than 15/06/2010.

1. The pre‑qualification request is not an invitation to tender. Company is neither committed nor obligated to undertake the work described above or to issue any call for tender or to include any respondent to this invitation or other company on any Bidders List or to award any form of contract.
2. The Invitation to Tender (ITT) and full ITT Package will only be issued to qualified companies that have been pre-qualified.
3. Company will not be responsible for whatsoever costs incurred for preparation and submission presented in response to this notice.
4. Company shall deal only with authorized officers of the bidding companies and not through individuals or agents
